Pretty much what you need is a combo of what you've detailed above. Unexpected turns, complex (especially duplicitous) characters, and just a hint of what's to come. Also, you need some sort of mystery. Not necessarily in the traditional sense, but some unknown the reader wants to have known. I think this goes along with momentum.
